| TACOM 10 kW Trailer Mounted GenSet. Meets or exceeds all Tacom specifications below. THE TRAILER, GENERATOR AND ENCLOSURE SHALL PROVIDE THE FOLLOWING MINIMUM EQUIPMENT AND CAPABILITIES: 1. GENERAL REQUIREMENTS: 1.1. The trailer, generator set and enclosure shall be manufactured from all new materials, parts and components. The trailer, generator set and enclosure may also be referred to as “the vehicle”. 1.2. All exposed metallic components of the vehicle shall be cleaned, prepared and finished with primer and paint or durable dry corrosion resistant coating. 1.3. The generator set shall not expose operator or personnel to hazardous or unsafe conditions such as, but not limited to: sharp edges, burrs, high voltage or un-guarded rotating machinery. 1.4. The generator set shall be equipped with all the manufacturer’s normally supplied standard equipment and provisions unless specifically deleted or conflicting with this specification. 1.5. Component ratings shall be the manufacture’s standard published rating. Unless specifically directed by this specification (i.e. 15.4), the component ratings shall not be raised, re-rated or adjusted to meet the requirements of this document. 1.6. For vehicles shipped to Iraq: 1.6.1. All instructions, diagrams, and warning labels shall be in both Arabic and English, or in universal symbols, and shall be permanently affixed to the vehicle. 1.6.2. All vehicles shall be provided with a bilingual owner’s manual. 1.6.2.1. All generator manuals shall have an amendment addressing the ability to operate on high-sulfur diesel fuel (up to 10,000 ppm or 1%). 1.6.2.2. The generator manuals shall include the manufacturer’s test data sheet and all wiring diagrams/schematics for all electrical components. 1.7. For vehicles shipped to Afghanistan: 1.7.1. All instruction, diagrams, and warning labels shall be in both Dari and English, or in universal symbols, and shall be permanently affixed to the vehicle. 1.7.2. All vehicles shall be provided with a bilingual owner’s manual. 1.7.2.1. All generator manuals shall have an amendment addressing the ability to operate on high-sulfur diesel fuel (up to 10,000 ppm or 1%). 1.7.2.2. The generator manuals shall include the manufacturer’s test data sheet and all wiring diagrams/schematics for all electrical components. 1.8. Each generator set shall be “factory” tested prior to delivery. The manufacture production test data shall be recorded and provided for each generator showing engine and generator stabilized operating parameters such as governed engine speed (rpm), stabilized oil pressure, generator output voltage and frequency. Test data sheet shall clearly indicate the test date and factory test inspector. The test data sheet may be a separate sheet or a page within the operator’s manual. 1.9. Generator and equipment shall be packaged for overseas shipping to protect from rain and salt spray intrusion, corrosion and handling damage. 2. EQUIPMENT AND STOWAGE: 2.1. The generator shall be provided with padlockable door(s), access panel(s) and tool stowage (if applicable). If provided, all integral door lock(s), access panel lock(s), and stowage lock(s) shall be disabled or removed. If removed, holes shall be capped, plugged or covered. 2.1.1. Padlocks shall be provided for all doors, access panels and tool stowage boxes. 2.1.2. All padlocks shall be keyed alike. 2.1.3. A minimum of two keys for each generator shall be provided. 2.2. Safety lockouts, lockout control panels and key operated controls may be uniquely keyed. If uniquely keyed, a minimum of two keys shall be provided. 2.3. The vehicle shall be equipped with a permanently affixed, padlockable, weather resistant metal tool box or stowage compartment(s). Tool box or stowage compartment(s) shall be large enough to store provided tools, spare parts, transfer switch and shall not interfere with normal vehicle operation. The tool box or stowage compartment(s) shall be equipped with the following tools and spare parts at minimum: 2.3.1. One (1) each: wheel lug wrench, wheel chocks (set), trailer jack kit, oil filter wrench, Phillips and standard screwdriver set (size 1-2-3). 6” adjustable wrench, 10” adjustable wrench, 8” utility slip joint pliers, combination wrench set and 3/8” drive socket set compatible with the type fasteners (English or Metric) used on the vehicle. 2.3.1.1. Lifting jack shall be able to lift one axle at GVW. 2.3.2. Three (3) each: Air filter, oil filter, primary and secondary fuel filters. 2.3.3. One (1) each: Fan belt, alternator belt, upper and lower radiator hoses. 3. PERFORMANCE: 3.1. The vehicle, at GVW, shall be capable of being safely towed (e.g. no “fish tailing” or “undamped bouncing”) at speeds up to 50 mph (80 kph) on paved roads. 3.2. The vehicle shall be capable of operating 90% of mission on paved roads and 10% off road (trails). 3.3. The vehicle shall be capable of shallow water fording in salt or fresh water to a minimum of 16 inches (40 cm) without a kit. 3.4. The equipment described in this specification shall be capable of being stored, started, and normally operated at temperatures ranging from -13º to 122 ºF (-25 ºC to 50 ºC). 4. COLOR: 4.1. The exterior color will be specified in the delivery order and shall be desert tan 686, color chip 33446 in accordance with FED-STD-595 or equivalent or holly green, color chip 14090 or equivalent. TRAILER: 5. SAFETY REQUIREMENTS: 5.1. The trailer shall meet all applicable federal motor vehicle safety standards (FMVSS) or vehicle safety standards set forth by United Nations economic commission for Europe (ECE), European Economic Community (EEC), Australian design rules (ADR), or the Japanese Industrial Standard (JIS). 6. STANDARD EQUIPMENT: 6.1. A light package shall include the following at a minimum: turn signals, taillights, and brake lights. 6.2. Trailer shall be equipped with metal fenders or a combination of metal fenders and anti-sail mud flaps. 7. DIMENSIONS: 7.1. Track width (center to center) shall be 67 inches (170cm) minimum and 75 inches (190cm) maximum. 7.2. Minimum ground clearance shall be not less than 7.5 inches. 8. TOWING: 8.1. Drawbar trailer capable of being towed by a 4x4 crew cab pickup truck with class IV towing package and swivel pintle. 8.2. Retractable landing leg to support the front of the trailer when not connected to the prime mover shall be provided. The landing leg height shall be adjustable from 16 to 22 inches (40 to 56 cm). 8.3. Lunette size shall be 2.0 to 3.0 inches (5.1 to 7.6 cm) loop I.D. and 1.25 to 1.62 inches (3.18 to 4.11 cm) loop cross-section diameter. 8.4. Drawbar safety chains capable of securing the trailer to the prime mover in the event of pintle/lunette failure. 8.5. If a single axle trailer is provided, the vertical load on the lunette (tongue weight) shall be from 10% to 15% of GVW. 8.6. If a tandem axle trailer is provided, the vertical load on the lunette (tongue weight) shall be from 6% to 10% of GVW. 9. BRAKES: 9.1. An electric or hydraulic surge brake with breakaway activation feature shall be provided on all trailers. 9.2. The trailer shall be provided with a manually activated parking brake. 10. ELECTRICAL: 10.1. Trailer shall be compatible with a 12 volt prime mover. 10.2. Trailer shall be provided with a SAE J560 7 pin connector. 11. TIRES: 11.1. Tubeless on /off road radial tires shall be provided 11.2. Trailer shall be equipped with a spare wheel and tire with holder. Spare tire and rim assembly shall not impede or interfere with operation of the generator or landing leg. 11.3. All tires and rims shall be identical in size, manufacturer, make, model, rating, and tread pattern and shall be interchangeable. GENERATOR AND ENCLOSURE: 12. CONFIGURATION: 12.1. The generator set shall be self contained, diesel powered with a weather proof enclosure and electrically configured for primary power generation. 12.1.1. The enclosure shall be sound attenuated and have a maximum aural signature of the generator at standby (maximum) power not to exceed 63 db(A) at 25 feet. 12.2. The generator set and enclosure shall be skid mounted and securely attached to the trailer via fastening device(s) allowing for removal of generator from trailer. 12.2.1. Fastening/unfastening shall be able to be done by hand or by use of provided tools. 12.2.2. The generator set and enclosure shall be vibration isolated. 12.3. The generator set and enclosure shall provide lifting rings or other lifting provisions to facilitate crane and fork lifting. Lifting rings or apparatus shall be provided in sufficient quantity, sized and located to facilitate ease of attachment and safe lifting of generator set and trailer by crane without damage to generator enclosure or trailer. 12.4. The generator shall incorporate a vented, integral fuel tank sized for a minimum of eight (8) hours of continuous operation at 90% primary power output. 12.5. Generator shall provide a grounding stake and cable affixed to generator ground with a stowage provision for securing while in transit. 13. ENGINE AND PERFORMANCE: 13.1. The generator shall be powered by a four stroke cycle, liquid cooled diesel engine. 13.2. Engine shall be capable of being stored, started and operated normally when fueled with very high sulfur diesel fuel (10,000ppm or 1%). 13.2.1. The engine shall not be provided with emission control devices such as, but not limited to, the exhaust gas recirculation (EGR) valve, diesel particulate filter (DPF), and diesel oxidation catalyst (DOC). 13.2.2. If emission control devices cited in paragraph 13.2.1 were removed from the engine after the engine was manufactured, then supporting documentation from the OEM shall be provided that describes in detail all such modifications made to the engine in order to meet specification paragraph 13.2. 13.2.2.1. The engine manufacturer shall also verify/approve all modifications and/or alterations made to the engine to allow it to operate on very high sulfur content diesel fuel (10,000 ppm or 1%). 13.3. The generator set shall be capable of being stored, started, and operated at primary rated power at temperatures ranging from -13º to 122 ºF (-25 ºC to 50 ºC). 13.4. For operation in a dusty, desert environment, the generator induction air filtration system shall be the largest capacity, dry type filtration normally available for this type generator. 13.5. The generator’s cooling system shall be configured and sized for operation in blowing sand and dust at -13 º to 122 ºF (-25 ºC to 50 ºC). (note: cooling system rating intentionally differs from generator standard rating stated in paragraph 15.1) 13.6. Generator’s fuel system shall be equipped with provisions (e.g. pipe or hose fittings (with metallic caps or plugs), etc.) to receive fuel from external sources. Permanent labeling shall be located near the provisions and bilingual as required per paragraphs 1.6 and 1.7. 13.7. Fuel system shall be equipped with one or more fuel filters sized to provide maximum engine required fuel delivery (flow rate and pressure) with 35% filter blockage at 100% of primary rated load. 13.8. Fuel system shall be equipped with water separating fuel collator and drain valve. 13.9. Engine exhaust system shall be equipped with a critical or hospital grade muffler. See enclosure section for maximum aural signature of the generator at full load. 13.10. Engine lubrication system shall be equipped with an external oil cooler, spin on oil filter and oil drain extension with valve. 13.11. Engine shall be shipped with full engine crankcase oil. 14. CONTROLS: 14.1. Generator to be equipped with a 12 volt or 24 volt automatic electric starting and charging system. The system shall provide a single or multiple 12 volt maintenance free battery(ies) pre-wired in a negative ground configuration and securely mounted and enclosed in plastic or metal box(es). 14.2. All controls, terminals, gauges, critical features or safety warnings of the generator set shall be bi-lingual as required as required per paragraphs 1.6 and 1.7. or in universal symbols. 14.3. Generator shall be equipped with a manually operated emergency shutdown button or switch that is clearly marked and readily accessible. 14.4. The generator shall provide a lighted control panel equipped with the following features and displays including but not limited to: 14.4.1. Fuel tank quantity indicator (level). 14.4.2. Engine oil pressure and temperature. 14.4.3. Engine coolant temperature and level. 14.4.4. Engine elapsed time hour meter, oil pressure switched type. 14.4.5. Battery voltage and charging current. 14.4.6. Generator output voltage, current and power measurement indicators. 14.4.7. Generator shall be equipped with voltage regulation and main line circuit breakers. 14.4.8. A diagnostic message, fault indicator or fault light for cause of shut down and bilingual in accordance with paragraph 1.6 and 1.7. 14.5. Generator shall be equipped with automatic shutdown for all normally detectable operating abnormalities including, but not limited to: low oil pressure, high oil temperature, over speed, overcrank/ (failure to start), overheat or other generator abnormal or overload conditions. 15. GENERATOR AND AC POWER DISTRIBUTION: 15.1. Generator shall be sized and normally rated for three phase, 10kVA standby (surge) power output rating at 27 ºC ambient operating temperature. 15.1.1. Generator standby rating at 50 Hz and 27 º C ambient temperature may be below 10 kW however, it shall be at least 8 kW. 15.1.2. Output voltage shall be 230 volts Line to Neutral and 400 volts Line to Line (a.k.a. 400/230). 15.2. Generator Operating Frequency shall be regulated to 50 cycles per second. (50 Hz). 15.3. Generator output voltage shall be automatically controlled to provide steady state regulation not to exceed +/- 1.0% and no-load-to-full-load regulation not to exceed +/- 5.0%. 15.4. Generator shall be conspicuously labeled with the manufacturer’s supplemental rating placard or marking depicting the power rating (de-rated) for continuous primary power output at 50 ºC ambient operating temperature. (note this new temperature is higher than its normal rated operating temperature (ref. 15.1) 15.5. Generator shall be brushless type configured with rotating field, diodes, and surge protector and over voltage protected. Insulation shall be class H minimum. 15.6. Generator output shall provide circuit breaker overload protection. 15.7. Generator/alternator field shall provide circuit breaker overload protection. 15.8. Generator shall be self ventilated and drip proof type. 15.9. Unless otherwise specified or conflicting with this document the generator and controls shall meet or exceed IEEE Standard 446 - IEEE Recommended Practice for Emergency and Standby Power Systems for Commercial and Industrial Applications codes and standards where applicable 15.10. The generator shall be provided with all required equipment to divert all generated power to one source through a reconfigurable bus bar as the primary power termination. Additionally the generator shall also be provided with the following: 15.10.1. The generator shall be provided with at least four (4) single phase receptacles (minimum 20 amps each) with attached weather protection covers. 15.10.1.1. The receptacles shall be hard wired into the generator with all necessary transformers or other hardware. 15.10.2. The generator shall be provided with manual reset circuit breakers for each receptacle. 15.10.3. The receptacle configuration shall be WA-R4S female universal receptacle as described and R4_Universal_Receptacles.(R4-ivory) or equivalent. 16. RADIO FREQUENCY IDENTIFICATION (RFID) TAGS: 16.1. Each vehicle or item and associated lot of spares shall be tagged with a removable active RFID tracking tag, specifically (NSN 6350-01-523-1998). 16.2. The tag shall be located on the front of the vehicle or item and for the spares the tag shall be located on the pallet or container in accordance with the RFID Operations Guide revision 2005 or later, section ”tag placement reference”. 16.3. The tag shall be securely affixed to the vehicle or item with two or more plastic cable ties. 16.4. The tag data and electronic data field format shall be in accordance with specifications established by Joint Total Asset Visibility (JTAV) version 2.0, section 3.4.1 “Commodity Item Database Format” with the following clarifications: 16.4.1. The “document field” titled “DOCUMENT” shall be the document number (e.g. “milstrip”) as specified by the Government procuring agency. 16.4.2. The “MISC1” field shall be the item serial number, if available. 16.4.3. The “MISC2” field shall be used for user comments (e.g. contract number). 16.4.3.1.
